Kalia appears in the second OAV. She's essentially the next generation of Ifurita which also was deactivated after the wars ended. The only difference between her and Ifurita really is that Kalia is completely insane.
Whereas Ifurita destroys emotionlesly at her master's orders, Kalia actually delights in huring others.
She has a violently shifting personality. At first she acts like an innocent and sweet little girl, at other times she gets that certain look in her eyes and acts like a psycho killer.
She's also able to control the "Trigger of Destruction" which was a device created by the enemies of those who created the Eye of God. The Trigger kills everything and anybody. It doesn't only destroy its creator's enemies, it also kills allies alike.
